  • Dr. Thomas L. Attard, President/CEO/Co-Founder

    Dr. Attard provides strategic leadership that establishes pipelines to diversified clientele and research resources; and facilitates capital raises that lead to project closing. Dr. Attard has nearly two decades of experience in structural engineering & mechanics and materials science. Dr. Attard plays a prominent role in determining PowerPolymer Solutions risk management, research and development, and implementation strategies that have bridged the gap between fundamental research and application. His accomplished academic and professional careers serve as a guide for cultivating an effective team management setting that is rooted in team-orientation, collegiality, and fluid collaboration. Using this foundational approach, Dr. Attard has successfully delivered proven mitigation and resilience solutions to a diverse spectrum of customers of federal, state, and private agencies, including the U.S. Department of Homeland Security (DHS), U.S. Department of Energy (DOE), U.S. National Science Foundation, National Cooperative Highway Research Program, Federal Highway Administration (FHWA), and California and Alabama Departments of Transportation.


    Dr. Attard’s Vision of PPS is a Nexus for Remodeling Cities through Community Resilience and Sustainability. This includes rehabilitating vulnerable structural and infrastructural systems, such as ageing steel or concrete bridge structures against hurricanes, earthquakes, or corrosion; ageing railways and roads; and new-construction green-structure design and recyclability (including building materials / adhesives) using in-situ surface modifications that produce in patented multi-functional materials. These thin material “skin modifications” represent chemical-materials-structural scalable solutions that first elucidate interfacial chemistries of in-situ polymer composites whose nanoscale changes, secondly, link vital tailorable bulk material properties in order to, thirdly, enhance multi-hazards resilience in large-scale structural design. By tapping into the molecular vibrational properties of these “skin modifications,” existing or new vulnerable structures may be infused with tremendous energy-transferability properties in the form of damping and fracture toughness, transforming them into resilient structures, wherein remodeled cities can sustainably mitigate natural hazard risks (earthquakes, hurricanes, tornados, flooding, and corrosion) and anthropogenic hazard risks (ballistic (.308, .30-06), blast, and chemical attacks).



    Dr. Attard received his doctoral degree in structural engineering and mechanics from Arizona State University in 2003. He has authored over 100 publications, received over $3,000,000 in research funding from agencies such as the DOE, DHS, and FHWA, and owns two U.S. patents on surface-modification chemistry. As a professor of structural engineering, he has taught courses such as Dynamics of Structures, Structural Steel Design, Finite Element Analysis, Advanced Materials and Composites, and Inelastic Stress Analysis and Plasticity. Before that, Dr. Attard worked as an aerospace engineer in the Spacecraft Structures Division at The Aerospace Corporation in El Segundo, California. Dr. Attard has also edited two book volumes for the Pan American Congress of Applied Mechanics (PACAM) and served as associate editor for the Journal of Architectural Engineering, guest editor of the Journal of Mechanics of Materials and Structures and editor of the Athens Journal of Technology and Engineering. He has chaired nine international conferenes, including serving as Chairman of the Tenth Pan American Congress of Applied Mechanics (PACAM), North American chairman of PACAM XI, Head of the Civil Engineering Unit for the Athens Institute for Education & Research (ATINER), and Chairman of the 3rd – 7th Civil Engineering and 1st and 2nd Structural Engineering Annual Conference Series for ATINER; and he is an ACI member of the 440/ 440-F, 440-K, 308-00 subcommittees.


    IN THE BEGINNING:

    In 2007, Dr. Attard first conceptualized his surface-modification I-Molecule invention, and by 2010, he had established a mission statement for a future company: to develop inexpensive non-invasive solutions for residential constructions in regions of dual high seismicity and high-winds. He and his team of researchers honed-in on the New Madrid Seismic Zone that affects a cluster of U.S. Midwestern states with dual-threats of large seismic and tornado (EF-5 rated) activity. However, the “opportunity” to inject tremendous resistance via material damping into composite-strengthened structures subject to large vibrations and shock dynamics led to 15 years of federal and state funded research that produced PPS’ current Poly-Orange-J1 and Poly-Orange-TAK chemicals that are the backbone of PPS’ Poly-DefenderTM lightweight armored shields (handgun and rifle protection up to Level III, .308 and .30-06 magnum per National Institute of Justice, NIJ, standards), riot helmets, ballistic-resistant doors, and safe rooms; and PPS’ Poly-StormTM storm rooms where surface modified polymers have supplanted modern storm room designs that are typically composed of heavy, awkward, and expensive steel inserts.


    Today, PPS’ expanding customer-base utilizes our versatile I-Molecule technology (using Poly-Orange-J1 and Poly-Orange-TAK chemicals) to foster nine fields of applications that enhance community resilience.


  • Scott Allbright, Director of Global Marketing & Sales

    Scott Allbright is the Director of Global Marketing & Sales for PowerPolymer Solutions (PPS) and the owner of Green Day Construction (GDC), a Chicago-based Service-Disabled Veteran Owned Small Business (SDVOSB) specializing in general contracting, new construction, cold storage facilities, and commercial roofing. With more than three decades of leadership and experience in real estate development, construction, and property management, Scott has earned a reputation for delivering high-quality, environmentally conscious projects across diverse market sectors. He brings his extensive business acumen, industry experience, and leadership skills to the PPS team.


    Throughout his career, Scott has been a recognized leader in real estate sales, having owned multiple brokerages and achieved membership in the Re/Max Hall of Fame after successfully closing over 1,500 real estate transactions. He is a licensed managing broker, as well as a licensed and bonded HVAC and General Contractor in the City of Chicago. He is a certified fire, smoke, water, & mold restoration expert and has completed over 550 projects.


    A proud United States Army veteran, Scott served with the 1st Armored Division overseas and was a member of the U.S. Army Boxing Team before receiving an honorable discharge. He went on to earn a Bachelor of Science degree in Business Marketing from Eastern Illinois University.


    Scott’s career reflects his steadfast commitment to excellence, relationship-building, teamwork, and service to others. He resides in Chicago with his family and has been married for 36 years. Scott is the proud father of three grown sons and grandfather to six grandchildren all under the age of five.

  • Kevin Ngala - Vice President, Pan-African Sales Operations

    Kevin Ngala is a U.S. Marine Corps combat veteran and global operations leader who brings over 15 years of frontline and strategic experience to the role of Vice President of Pan-African Sales Operations at PowerPolymer Solutions (PPS).


    A veteran of the Iraq War, Kevin fought in the intense urban battles of Fallujah, where he witnessed firsthand the life-saving value of advanced ballistic protection. These experiences formed the foundation of his commitment to expanding access to protective technologies that save lives and strengthen national resilience.


    Following his military combat service, Kevin served as a Public Health Officer with the U.S. Air Force at U.S. European Command (USEUCOM), where he led multinational civil-military initiatives and capacity-building engagements across more than 20 countries; including Ukraine, Georgia, Romania, and the Balkans.


    His work focused on medical interoperability, stability operations, and security cooperation with both military and civilian institutions. At PPS, Kevin now leads the company’s expansion across Africa, where he works with governments, infrastructure developers, and humanitarian partners to deliver cutting-edge ballistic coatings and sustainable building materials. PPS’s products are ideal for armored vehicle protection, rapid housing deployment, and resilient infrastructure offering faster build times, lower maintenance, and a reduced carbon footprint for both urban and rural development.


    A dual resident of the U.S. and Africa, Kevin is uniquely positioned to bridge markets, cultures, and capabilities. His leadership is driving PPS’s mission to protect people, accelerate development, and foster sovereign industrial growth across the African continent.

  • Brandon Busby, Senior Construction Manager

    Brandon brings more than 20 years of broad, hands-on experience to PPS. His career spans project management, drafting and design, and service in the carpenter’s union—giving him a unique perspective that bridges both the field and management of both large and small scale projects.


    Recognized for his clear communication, meticulous attention to detail, and steady leadership, Brandon expertly manages projects through every phase—from early planning and design to completion. He blends big-picture vision with practical problem-solving, working closely with clients and partners to deliver tailored solutions that bring each project’s goals to life.


    Brandon is proficient in AutoCad, Buildertrend, Odoo ERP, and numerous other software’s. His ability to overcome difficult challenges and lead teams to success each and every time, is what sets him apart from others.

  • Adam Mendoza – Project Manager

    Adam Mendoza is a seasoned Civil Engineer with over 8 years of experience overseeing diverse construction projects. His engineering expertise provides the perfect balance between technical precision and practical execution, enabling him to seamlessly connect project design with on-site delivery.


    Adam has successfully led projects across multiple sectors, including large-scale private and municipal civil engineering developments, residential new construction, multi-unit apartment complexes, and commercial roofing. His ability to coordinate teams, interpret complex design plans, and utilize industry-standard project management tools ensures every project is executed with accuracy and efficiency.


    Proficient in numerous softwares including; AutoCad, Buildertrend, & Odoo ERP. Adam is fluent in both English and Spanish, and brings a detail-driven, collaborative approach to every assignment. His leadership in the field is critical to operations, ensuring projects are delivered on time, within budget, and to the highest standards of quality.

  • Alina Musheghyan, Chief Accountant

    Alina Musheghyan is a seasoned accounting professional with over 20 years of experience in finance and accountancy across diverse industries, including IT, construction, manufacturing, and non-profit organizations.


    She has served as Chief Accountant and Grant Accountant for multiple companies and NGOs, with expertise in financial reporting, budgeting, and compliance.


    Alina has also completed ACCA foundation-level studies and advanced courses in international and national accounting, which strengthens her ability to align local practices with global standards. She is an expert in QuickBooks, and numerous other software applications.


    She combines strong technical knowledge with excellent communication and organizational skills, ensuring accuracy and efficiency in every project PPS completes. She is fluent in Armenian, Russian, and English.
